Read-only by design. This agent has no path to sending, spending, publishing or committing anything. Where that limit is the product, removing it would remove the reason to trust the output.
Overview
Tenders are lost on compliance, not on prose. The expensive failures are missing a mandatory requirement — disqualified on a technicality after three weeks of work — and answering "fully compliant" to something the company does not actually do, which wins a contract it then breaches.
This agent extracts every requirement, including the ones buried in an annex, and marks which are mandatory, which are scored, and which carry a page limit or a format rule that will get an answer rejected unread.
Then it drafts from your own evidence: past answers, policies, certifications, case studies, read from your knowledge base and cited. Where it cannot find evidence, it does not write a confident answer — it says the requirement is unevidenced and names what would answer it. That refusal is the product. A bid tool that writes fluent unsupported claims is generating liabilities on your letterhead.

Will it say we are compliant?
Only where your own evidence says so, with a citation. Where it cannot find evidence it says the requirement is unevidenced. A confident unsupported 'yes' is how a bid becomes a breach.
What if our library is thin?
Then most requirements come back unevidenced, and that is the honest answer — it also tells you exactly what to write once and reuse forever.
Does it submit the bid?
No. It drafts. Submission commits your business contractually and stays with a person.
